But precisely the aim is to change this octopus of operation, and keep
it under some kind of control (or rule).

Well, this is my one of the goals in fixing the ailing educational
system in America, once I have taken off my new Math.
I'm not really familiar with the eductional system in America. If
that's your focus, perhaps you should set up some American newsgroups?
