P(not (a or b)) = 1 - P(a or b) = 1 - [ P(a) + P(b) - P(a and b) ].
Since I am assuming that it can't be the case that the engine doesn't start and the rocket is destroyed, P(a and b) = 0. Therefore, the answer is:
1 - P(a) - P(b) = 1 - 0.6 - 0.02 = 1 - 0.62 = 0.38.
