what is the index of the level immediately before level w?

Depending on your definition of "tree", it can happen that "level
immediately before" need not be defined.

Everything depends on the definitions.

Since we were not given any definition of anything,
what we can do, at best, is to guess...

Not very different to the way in which parents
may guess all sorts of meanings in their
newborn's guttural sounds. Except that our OP's
author is anything but cute.
