No, it is distributed among various news servers owned by ISPs and
others. All the ISPs and others do is choose to carry sci.math.

Not so. Users need an account with an ISP to access the Internet
generally.

think someone manages these accounts. Also I would think someone
runs sci.math because what happens if there are technical problems
with sci.math?

The servers might each have their own problems which are fixed by their
owners or manufacturers. But sci.math can't have problems in the way
that computers and programs can.

Who fixes those? I don't think the problems fix themselves.

I'm afraid that there are no longer any Usenet administrators as
in the days where it was possible, through discussions in
the NANAU newsgroup, to get ISPs sanctioned [by building
a consensus of opinion based on well-documented
instances of cases of Usenet abuse, attributable
to "laissez-faire" attitudes at ISP NNTP admins].

My ISP, Videotron, no longer offers any NNTP servers
or Usenet service of its own. They shut-down their
NNTP servers and Usenet service, citing low
Usenet participation among Videotron ISP
service customers.

Now I post though Newsguy, most of the time.
In the old days, ISP NNTP admins would read
the NANAU newsgroup, and that is where a consensus
would be reached to threaten an irresponsible ISP,
who doesn't close spammer's or pests's accounts,
with the Usenet Death Penalty.

Under an active UDP, an ISP's NNTP servers
would be in effect put in quarantine, with
nothing posted from that ISP's news-servers
contaminating the rest of Usenet.

I think a good first step is attempting to
agree on an acceptable Usenet usage policy
about spammers and the rest of the usurpers.
