On this point, I will agree. The same should be the case
for the good college students; scholarships should be by
ability only, instead of essentially being by "need" only.

The level of the high schools should be GREATLY increased
for those who are college material; it is totally inadequate
in mathematics and science now. Most of the present students
have been harmed by the pre-college education, and could not
meet the qualifications of roughly a half century ago; that
was about the peak of the American undergraduate program.
