Actually "correlate" is a tricky word in this discussion. High cholesterol and high blood pressure are almost certainly correlated because both occur with increased frequency in people who are obese. Thus, on average, someone with high cholesterol is more likely to have high blood pressure and vice versa.
But regarding what is probably actually being discussed/implied, I do not know of any evidence that high cholesterol levels raise blood pressure or that lowering cholesterol levels lower blood pressure. So the first sentence by Jason implies something that is incorrect: that in some way it would be odd for someone with a normal cholesterol level to have high blood pressure.
