Well here's a wild ass guess; I don't think so. If it was a heart related problem it probably wouldn't matter on the wetness or dryness of your foot. But this is just what jumps to my mind and I "ain't" no doctor. :-) I would recommend you ask your doctor as well as seek opinions here. Good luck
