"Sluggish blood flow to the brain" is not exactly a common cause of vertigo
attacks sans other symptoms. Vertigo would not in my opinion be a reason to
start Lipitor.
Has your friend had a thorough medical workup and--unless a clear cause was
found--seen an otologist with a vestibular practice?
As to what drugs and supplements might help prevent a stroke, it would
depend on her particular risk factors.
