I believe what has happened is that Dr. Chung appends religious messages to
his posts and then adds other often marginally-related Usenet newsgroups to
their distribution ("crossposts"). Unwitting or uncaring people who then
respond to them, often to complain about either the religious stuff or the
crossposting, add to the flood of posts in a big way.
Then there are the many people who enjoy the damage done and the chaos, and
realize that Chung's behavior is damned effective in disrupting once-useful
groups, so they imitate him.
Add to that the people who think they can have fun toying with Dr. Chung and
who bask in the imagined glow of admiration from the Usenet throngs.
I have just about everyone who has crossposted nonsense in my killfile now,
though I have to add a few each day. That doesn't solve the problem that
newcomers just see chaos and move on.
