True, if "*below* the most populous city" means "270 miles away from
Tokyo;" the earthquake was farther FROM Tokyo than it was below the
surface.

It is right for this magnitude 6 earthquake to be assigned to Tokyo
and no other city.

Or no city at all, since it was over 250 miles out to sea. Maybe there
was a cruise ship in the area we could assign it to.

If this earthquake were closer to sea bed level, it would be Tokyo and
not an overhead cruise ship that would be devastated.
