It varies widely.

someone presents to the ER w/ an arrythmia, such as torsades de
pointes, multifocal atrial tachycardia, or bradycardia-tachycardia
syndrome, does the ER page the on-call electrophysiologist for an
emergency consult?
Not typically. ER physicians are generally well trained to handle
arrhythmias as a matter of routine in the setting of an emergency.
After graduation from med school, how many years
does it take to become an attending electrophysiologist, 7 years?
Usually 8+ years.
What
does an EPS study involve, specifically?
Electrical stimulation at specific areas of the heart with recorded
measurement of resultant potentials at other areas of the heart.
Also, I have never figured
out how the physician moves the catheters move up the vein.
The electrodes are carefully moved under fluouroscopic guidance until
waveforms are seen and then finely manipulated to position them to
specific areas of the heart.
