That's a very foreshortened view of history. You seem to be saying
governments and institutions and organizations made value judgments
and decided to leave less powerful multitudes in the past of
earthquakes, volcanic eruptions, hurricanes/typhoons, and the like.

But none of those social entities existed for tens of thousands of
years of human history--the very time when humans were spreading
across the globe and, because of factors like the availability of food
supply and other resources, travel/transportation issues , impassible
barriers, intervening tribes and groups, and the like, settled by
chance or by necessity in places subject to those evils.

Governments came along a little later. IOW, it was nobody's doing
that some people ended up endangered.
