It seems to me I heard somewhere that Andrew B. Chung, MD/PhD wrote in

"The lot is cast into the lap, but its every decision is from the
LORD." (Proverbs 16:33)
Amen.
And so the dispute is settled-
Incorrect.
The context of the lot being cast is not specified. This leaves it
open to general applicability to all seemingly random (chance) events.
The context is provided in the verse you quote so often: it is to
settle a dispute, using the customs of the time. Again your ignorance
of biblical cultures betrays you.
Moreover, the lot being cast into the lap instead of on the ground
would be a reference to the false belief in luck that a gambler might
entertain.
Totally irrational and pointless statement. There is no reference or
implication of distinguishing between a lap and the ground, nor of
gamblers. Tribal groups historically have sat in council to settle
disputes; people who sit or squat on the ground have laps. You could
look at some photographs of American Indian cultures if you doubt
this.
It is clear from Proverbs 16:33 that neither chance nor luck exists
because the outcome (decision) of each of these seemingly random
events "is from the LORD."
Which is the inference drawn from the result of the lot, not
predestination of how it will fall. Have you no common sense at all?
This Spirit-guided exegesis of Proverbs 16:33 is consistent with the
understanding that GOD is absolutely sovereign.
It is not INconsistent, but it is in no way dealing with that issue.
It is merely a way of settling differences. *Your* Spirit has led you
astray--again.
