Rabbits and phone cords

Howdy gang. For those who don't want to read this, the question is at
the bottom. I only just got back online last night, after a few days'
worth of courses and late nights at the _office_. I usually just
connect, download the messages here and my emails and then disconnect,
and fall asleep while trying to read them.
The last couple of days, however, the ol' iBook wouldn't connect, and
I've had MODEM problems with this old computer b/4, and so, I just
naturally assumed that the same thing had happened again. I was all set
to order a MODEM and try to change it, when I saw the rabbit (the little
guy on the home page of my site) hanging around the desk where the
computer is and looking at me in a reserved sort of way. I thought
nothing of it, but it happened a few times, and then once I walked by
the desk, he ran away like he does when he's chewed his way into
somewhere he knows he shouldn't be....
So even though I KNEW he couldn't get to the phone cord attached to the
computer, I pulled the desk out from the wall and checked anyway...
Bingo! He'd found some way to get to the cord and had bitten it almost
completely apart.
My Question: aren't phone lines 110V unless there is a power outage, at
which time they drop to 24V?
If so, how come the rabbit didn't fry himself when he bit into it?
