It seems as though CA has made great attempts to improve access to
dental care and has made progress. Here is a report from 2000.

*California making progress but still lags at 47th in nation in
statewide fluoridation efforts*

Sacramento â?? California today hosted an unprecedented three-day
National Fluoridation Summit to press for statewide water fluoridation
in all 50 states. The event follows the release of a U.S. Surgeon
Generalâ??s report promoting the benefits of fluoride as an ideal
public health measure in controlling a "silent epidemic" of dental
disease and limiting wide disparities in oral health among key
populations.

"A disproportionate number of low-income Americans, especially
uninsured children, seniors and ethnic minorities lack access to
primary dental services and suffer from the worst oral health," said
Caswell Evans, DDS, executive editor of the U.S. Surgeon Generalâ??s
report, Oral Health in America.

"Fluoridating water supplies is among the safest, most effective and
low-cost ways to level the playing field for all Americans and help
decrease dental decay and chronic oral infections that are often
associated with diabetes, heart and lung diseases, stroke and
low-birth-weight, premature births," added Evans.

This first-ever summit, co-sponsored by the California Dental
Association and the nationâ??s largest dental health plan, Delta Dental
of California, reads like a whoâ??s who of experts in oral health. Top
fluoride scientists and public health researchers have joined with
dentists and oral health advocates from throughout the U.S. and
California to shed light on the benefits of fluoridation in improving
oral health and saving taxpayers millions in rising health care costs.
The national health expenditure for dental services is expected to
exceed $60 billion this year alone.

"On the state level, Medicaid dental benefits cost California taxpayers
upwards of $750 million each year, much of which could have been saved
through the preventive effect fluoridation provides," said R. Steven
Bull, DDS, Delta Dental senior vice president. "These expenditures and
the ease with which we could reduce them through water fluoridation
underscores the need for this summit to raise public awareness about
this truly safe and economical public health benefit."

Distinguished experts at the event include Dr. Evans representing U.S.
Surgeon General David Satcher, the nationâ??s top doctor; Harold
Slavkin, former director of the National Institutes of Healthâ??s (NIH)
Institute of Dental and Craniofacial Research; Mike Easley, president of
the National Center for Fluoridation Policy and Research; Tom Reeves,
national fluoridation engineer of the federal Centers for Disease
Control, and Reginald Louie, chief of the U.S. Health Resources
Services Administration for the Western United States.

All emphatically stand behind community water fluoridation as a
scientifically proven means to prevent dental caries (tooth decay).
"Nearly a century of scientific research has found that people living
in communities with fluoridated water have healthier teeth and up to 60
percent fewer cavities than people without fluoridated water," said
Timothy F. Comstock, California Dental Association executive director.
"Tooth decay is, by far, the most preventable form of disease among all
age groups, especially when communities are fluoridated." While
California has made significant progress toward community water
fluoridation, 70 percent of the stateâ??s population remains without
water fluoridation. In the meantime, statewide statistics reveal:




- California children have more than twice as much dental
disease as their counterparts in other states.

- More than 40 percent have no dental insurance and lack
access to primary dental health services.

- More than half of all California tenth graders needs
dental care.

- Approximately one-third of adults has not visited a
dentist in the past 12 months.

The movement toward statewide fluoridation in California
began with the passage of AB 733 in 1995 (Speier, D-Hillsborough). That
mandate requires water districts with more than 10,000 service
connections to fluoridate once funding becomes available. The
California Endowment has granted $15 million through the California
Dental Association to help several of these communities. With these
additional funds, momentum continues to build toward statewide water
fluoridation. In the past two years, Los Angeles, Sacramento, San
Diego, Modesto and Mountain View have been successful in their efforts
to fluoridate, with overwhelming support from their citizens and strong
editorial support from their local newspapers. They are among the 200
cities statewide benefiting from fluoridation. Voters in Sunnyvale will
decide the issue in an upcoming November referendum.

California, the nationâ??s most populous state, and often the
bellwether for other states, has the opportunity to make significant
progress toward statewide fluoridation," said Dr. Bull. "We hope with
the success of this event, other states will follow our lead and keep
the momentum toward water fluoridation alive for the benefit of all
citizens."
