Scaler / tooth-scraper for home use?

Is it possible to buy the hook-shaped scaler tool that dentists use to
remove plaque for home use?
I floss and brush regularly (electric brush with 2-min timer), but I
still seem to get some plaque forming on the lower parts of my teeth.
Also, I get stains in-between my canine teeth, and no amount of
flossing/brushing can remove them. It seems only that scaler tool is
capable of removing them when I go to my dentist's office. I even
bought that Opalescence system with custom-made trays and whitening
gel, but that doesn't seem to be doing anything about those stains.
