i agree that you pay for the visit you should own the records.
However....Doctors do actually have a legitamite reason for
keeping the orginals which is lawsuits. If they gave the originals
to you and you lost the records and sued the doctor a couple of years
later afterall, how would they defend themselves?
Both technically and legally, you are paying for the diagnosis and clinical judgement. You are not paying for the physical records, and as far as I can tell this has always been the case legally.
Where copies are furnished to the patient gratis it is a courtesy to the patient. Even in the case of a law suit the law stipulates that the dentist should be reimbursed for records released to plaintif on request.
