Unless you're anxious, I'd opt for local anesthetic. If you're going for general anesthetic, I'd be more inclined to remove all teeth at once, to eliminate the need for repeat anesthetics.
If you're having a local anesthetic, it's mainly your preference (unless there's something we don't know about the clinical picture). If the molars and eye teeth are truly non-restorable, it's unlikely that retaining the two upper front teeth are going to help you much with a partial denture. Unless you're a severe gagger, I'd go for a full denture on the top.
On the bottom, it's not clear to me if the 2 broken-down teeth are the only remaining teeth. I will expend considerably more effort trying to prevent a patient going to a full denture on the bottom than I will on the top.
