Is this a scam

My grandfather went to his dentist to for his dental implants and he
was reffered to another dentist for the fitting for his dentures and
then he went to antother dentist for an screening then back to his
dentist and still his dentis is asking him to come and see him again
next month and he will not give him his new dentures.
