It is a choice many make, and not always the wrong one. Obviously an upper incisor would tend to be replaced if at all possible, but not infrequently an upper second molar will be difficult to replace, and in many cases not worth the effort.
Every situation is different, and you really can't make a judgement about what a person is best off doing next time--you have to evaluate the particular tooth in the particular patient at the particular time.
