It says "a pretender to medical skill". A licensed proctologist who claims
to be a brain surgeon would be a licensed doctor pretending to a have a
medical skill that he doesn't have, and appropriately listed as a quack.

Incidentally, in a separate post, you gave a different definition. I
assume that with this post, you are retracting that post and admitting that
you fabricated the "defination" you came up with there.
