these guys will say. I try to trace
back to some of their excuses, like

And McSweegan blaming the fact that he

Earlier, he reported the incompetence of
the Navy to Senator Goldwater, specifically
making the claim that it was inefficient
to have corpsman be lab techs, because they
hadn't the scientific training.

So then he sits there, doing nothing from
1995 to 1998, charging us $100,000 a year.
