This is certainly interesting.
Following the link that you provided, however, the document appears to
be attributable to the USPTO.(US Patent and Trademark Office, who
appears to be the "author" involved).
Assuming, for the sake of argument, that the USPTO merely quoted the
application, it would still be unclear (to me, at least) if Dattwyler
ever saw this statement. Patent applications are prepared by
attorneys.
I think that you really would have to establish that Dattwyler was
somehow informed of that statement and approved it, before
legitimately attributing it to him.
