And Bush is proposing that people can choose investment plans
for a fair portion of their contributions.

Also, the state universities compete with the private ones.
If the state universities discontinued their research and
scholarly activities, the private ones would take over the
slack and, while many weak students might no longer get
college degrees, real education, scholarship, and research
would not be seriously affected.
