The plans and prepartation for the attack on the WTC and Pentagon and White
House were underway while CLinton was in office. Clinton failed to use
technology to make air transportation safer (in other words, make security
screening at airports effective), in part because airlines didn't want that
to happen.

While I totally agree that Bush's administration is inept, I don't think
they are responsible 9/11.
