The glycemic index doesn't do that.

It indicates which foods give a quicker lift to the blood glucose
levels in diabetics. It is important for these folk to keep their
impaired glucose control in check, so attacking the problem at both
ends, they should limit the fast glucose absorption foods, and then
lower it when it occurs with the drug regimen they have been
prescribed.

The glycemic index measures the area under the blood glucose curve above
baseline over a standard period of time (usually between 2 and 3 hours) a
WEIGHT of food containing 50g of carbohydrate produces. The weight of food
can vary from 50g to several hundred g. Foods with carbohydrate content too
low to allow consumption of 50 g of carbohydrate cannot be tested.

The glycemic LOAD comes closer to doing what you say the glycemic index
does.

Ron Peterson asked if the glycemic index "tries to eliminate a spike
