They are, but the care for them shouldn't be provided at the expense
of other sick or disabled vets, now, should it? It's the difference
between chronic illness and acute illness, and the latter doesn't
always get the level of treatment one would expect.

As a service-connected disabled vet, I've been getting my care at
the VA for decades now, and it wasn't until my last two visits that
I saw the same doctor twice. They did lab work on my last visit, but
I won't know the results until my next visit, which is scheduled
(IIRC) for sometime in October. Meanwhile, my stomach continues to
trouble me, I'm sometimes short of breath, I'm throwing PVC's all
over the place, and I'm _still_ waiting for a workup for a bunch of
skin conditions that are most likely related to Agent Orange. It
only took twelve years for me to get my disability rating and to get
fitted for hearing aids, and another fifteen years before I got a
set that actually work well. I can't imagine why we should be
dissatisfied with the VA...

I've long been convinced that the goal of the VA is to give the
veterans as little as is absolutely necessary. Many of the folks
who work there seem to think that the primary goal of the VA is to
provide them with gainful employment, without their having to expend
a lot of effort or energy on us.
