Many people consider it a good idea to have a software firewall on each
computer as well as a hardware firewall on the router. Obviously your SIL
does not agree with this school of thought. If your router firewall
controls outgoing as well as incoming traffic, you never take any of the
computers on your network elsewhere, do not have users on any computer who
engage in dubious practices, do not run a wireless network, and keep all
computers fully patched with all their antivirus and antitrojan programs
updated daily, then you probably do not need the extra security of a
software firewall on each computer as well. If not, I would recommend the
second firewall.
