Verbatim Transcription Question Relating to Numbers

I was taught that time, measurements, et cetera, were written in Arabic
numbers, such as the year 2004.

Recently, a friendly debate ensued in the office relating to quoting. There is
one school of thought that when quoting, you should spell out "2004," i.e.,
"Jane said, 'I graduated in two thousand and four." I vehemently disagree with
this style. There are others who say everything should be spelled out when
quoting.

I may rely too heavily on the GPO manual. However, I have read other style
manuals which state numbers over 10 should be Arabic. Numbers below 10 should
be written out, i.e., two apples as opposed to 23 apples.

Would be VERY interested to hear from others.
