How can you tell it's a modem problem?

I just ordered a new modem although I'm not sure this PC has a modem
problem. It might be in ISP or internet problem. Weird stuff has been
going on for at least a couple of weeks and, yes, I called the ISP and
they don't fess up to any problems on their side.
This is SOME of what has been happening. Can't download mail with file
attachments (although mail without attachments will download).
Newsgroups not being delivered. Get a message after dial-up saying the
remote computer is not responding. Can't get on a lot of web sites at
times (usually get a "page cannot be displayed" message). Some outgoing
messages don't get to recipient (mostly those with file attachments).
These problems are intermittent and not constant.
Does this stuff sound like a modem problem to you?

P.S. Am using Netscape and/or Outlook, have disabled the firewall, have
turned on the recommended port. Virus check is fine.
