There is no gatekeeper deciding you can't bring a suit, but there are ways to
sanction those who bring purely frivolous suits. Not to mention the costs
involved in doing so; while you may be able to file the thing just for the
filing fee, how likely are you going to do that successfully on your own? No,
you are going to go (if you are smart) and hire a lawyer. Then the person or
entity you sued is going to go and get a lawyer. Then the process begins, and
it's not like you just file the suit and a judge glances at it and says
"frivolous" nor not. There are huge costs involved with these "discussion
starters."
