I use XP Pro, which might be slightly different, but if it's really
talking about the C: drive and not one of the C:\Windows
subdirectories, you've got a problem with your system.

Yes, it sounds like whoever installed XP on your system, made C: the
entire hard drive. At a minimum, they should have asked you if you
wanted it set up that way.
