"As low as" 6.5, meaning not the norm. The norm seems to be more in the
7.5-9 range, which is still low for an IC, but 10 cents is 1-1/2 times 6.5 -
as in, the difference between 12 and 18 dollars.

Huh? How would an hourly rate of 10 to 12 dollars benefit me if I can
transcribe 300-400 lines in an hour? What's the higher "effective rate"
there?
