Since you have a very tight budget, I suggest a basic internet setup as
follows:
1. Both you and your doc must have internet access, preferably DSL.

he buys his own unit (I prefer Olympus digital recorder).
3. You have to download a FREE transcription software -- Express Scribe

5. You have to use a HIPAAA-compliant FTP site so your doc can upload
his voice files and you can download his voice files to your computer
6. You use the same FTP site to upload your transcribed reports and for
your doc to download your transcribed reports.
