How the
heck would a company keep up with all the possible
ways to prevent a terrorist attack?

There are people who study these problems, and then they publish their
findings, and the folks in charge then makes plans for how they might
prevent such attacks. This doesn't mean that someone has to come up
defense plans for every scenario conceivable, just the things that it
would be easy for a terrorist to do (like, learn to fly a plane and
then hijack it and turn it into a bomb). Oh, only they are not supposed
to publish so that no one will know how unsafe we actually are. I think
that would fit in with George W's plans just fine.
