Need line count explanation help

I am trying to explain what I call "true line count" versus character count
to someone who has no idea what I am talking about. I share an account with
someone. She does 2 days I do 3, my bill is more than hers ever month.
DUH!! Anyway. She types consults with very tiny margins and she redid a
report I did and got 11 less lines and thinks my bill is more because of
that. I said, NO, it does not change the number of characters in the report
because of the margins. It is less lines because of tiny margins, however.
I don't know, can someone help me here with a concise explanation!!

We both use Word only for counting. I do Word character count WITH spaces.
You don't want me to count spaces I won't put them in. She does word line
count. Can anyone explain to me or help me explain if there is a
substantial difference and if I should change?
