I've never figured why one of those overpriced things is any better than
a cell phone. It's no harder to press 9-1-1 than to push the button and
have someone else do it for you, and the phone lets you call someone
else if it's something less urgent.

I suppose you could call the local PD and have them contact her under
their "community caretaking" function. After a couple visits, they
might impress on her the need to answer her telephone or doorbell a bit
more promptly. Otherwise, is there a next-door neighbor who could check
on her from day to day? I used to keep an eye on the old couple next
door (in their late 90's) until their health forced them into a nursing
home.
