I can't speak for them, but someone I know a few blocks over had this "they are going to do it anyway, and what can you do about it" mentality about her then-high-school-aged son, and I could easily see her thinking that it would be easier for her to know where he son was rather than have him go somewhere else. Not that I agree with it. I just could see her doing something like that after all the other "I can't believe she really did that" things she has done to "protect" her son from the consequences of his own actions.
