LOL. Maybe he learned that trick from my cousin Ronnie, who has a shop about a stone's throw from your brother (and knows him I'm pretty sure). They had a family room when I first moved to Maine. They had the strapping up over the insulation in the ceiling with plastic over it. Apparently, though, eventually this runs out - don't think you can get away with it forever.

Here in my area of PA, we were assessed before the house was done. They're more concerned about square footage and "extravagances". Brenda
