Someone just asked this very thing over on MTChat, and the reply was that "110s" specifically means 110.0 to 110.9. Since you can't know the intent of the dictator, it's best to simply use "one-teens" as it is exactly what he/she said--even if it does look goofy.
I've not gotten this one yet, but for some reason, keep getting people who want to goober up a simple BP reading by making it a range: "BP at home has been running in the 120s to 130s over 80s to 90s." Ugh. Bet that simplifies skimming the chart (NOT).
