I believe many MTs, even though they are ICs, are treated like employees when they start with an MTSO, i.e. the MTSO usually sets the rate of pay.
Even though an IC should be able to raise the rates they charge the MTSO, I believe there is a certain amount of fear (for lack of a better word) about "telling" the MTSO he/she is going to raise their rates. I know that many MTs I have talked to have stated they are afraid the MTSO will let them go. They feel they need to have another job lined up in case that happens.
I worked for a really good MTSO in the past, and when I mentioned I might need to raise my rates, he told me that was fine, but if I did raise my rates, I probably would not get much work.

It means that the MTSO declined what the MT was offering to work for. It is a two-way street. The MT either decides to stay on under the new
conditions, or she gets a job elsewhere.
Sometimes that is just what it has to come to. Not everyone can pay what the IC asks for. There are limits to what an MTSO can pay for someone to do the work. That does not mean that she does not care about quality or care about her subs, it means that she does not run a charity.
