Perhaps technically, but I doubt many (if any) medications given by the mL are that close anyway. If you're dosing with a tsp or a dropper, it's still not an exact science.

Technically, they're not interchangeable.

1 mL = 1.000028 cc

But I think the problem is the "dangerous abbreviations" thingie (apparently cc being read as u when written in hand), not the difference in measure.
