Well, there are different grammar styles, and I think that's why there are differing grammar rules. There's Chicago Book of Style, there's Gregg Manual style, there's Modern Language Association style, there's AP style, there's American Psychologic Association style, there's American Medical Association style, there's AAMT style, etc.
