First contact your States Attorney General's office cause the laws involving
landlord/tenet are DEEP VOODOO. Late fees and so forth would certainly be
covered in those codes. Your lease should define areas of responsibility,
and who would be responsible to repair your electrical problem. If its
something serious enough to possibly cause a fire, your local fire
department could come and conduct a safety check, and call in a city
electrical inspector.
Now you could work it like this, Tell him that if he would kindly agree to
change the due date of your rent, and be nice enough to provide you in
writing with the date he picked to have your electrical problem fixed, you
wouldn't have to kindly call back the nice city electrical inspector you
just spoke with about coming over tomorrow to help him pick one!!
