I still think it's harsh.

All the power company has to do is shut off the power if the bill isn't paid. It takes me 30 days to kick someone out of my house if they don't pay and in the meantime I have to pay the mortgage. Might be usurious for property values in Maine, but readjust your thinking for Los Angeles real estate prices - I'm not talking a couple hundred bucks in either rent or mortgage. The $100 is perfectly reasonable in relation to the rent.
