Unfortunately, few people have the sort of survival skills for that
approach. For every one of us who has a survival kit with firemaking
tools, water purification tablets and filters, basic tools, etc.,
there are hundreds who don't and who wouldn't know how to use it if
they did.

Another problem with the water is chemical contamination. Look at
the aerial photos and notice the colored sheen on the water ... it's
oil and gasoline that has seeped from wrecked cars, and chemicals
from who-knows-where. To make things worse, the temperature there
right now is in the 90's with high humidity -- a breeding ground for
decay and disease. They need to concentrate on getting all the
survivors out of there and then deciding what they can salvage and
what needs to be written off. My personal opinion is that N.O. is
sited in one of the worst possible locations for a big city, and
that it will ultimately be less costly to relocate the entire city
elsewhere; if not as one big city, as several smaller ones.
