I don't live in that house, I don't know, but if they are hurting themself or others in anyway, have tried to start fires, then I can see it is necessary for safety IF they are going to stay in that home. If they're not, then where are they going to find homes for them. If the word crib were used instead of cage, people wouldn't be going nuts over this - even if the crib had a net or something over top to keep them in. It's inflammatory. Perhaps it is a case of good intentions gone bad, but I still don't see what all the fuss is about IF indeed they were otherwise being well cared for. Discipline can mean a lot of things. To speculate on when it would be appropriate w/o knowing what the "offenses" were is ridiculous.
