Do you have a disk space problem? The largest index.dat file on my
system in 85KB...that's 85 KILObytes. That's so small it's down in the
noise level when it comes to disk space.

If you are that concerned about it, I believe that f*ckmicrosoft.com
has documented ways to make it go away when you boot.

Eh? Every web browser I know of allows you to have it automatically
delete your Temporary Internet Files when you exit the program.

For starters, please define 'crap'. If your machine is loaded with
malware, it won't matter what version of Windows you are using; it will
run worse than a TRS-80.

Did you do performance testing to verify any of what you said, or is
that just what you think? Did you even look at Performance Monitor to
see how busy the CPU was? How much free memory was there in the system?

There are many things that can cause a system to run slow, even with
the world's fastest processor.

Well, then start turning off all those unneeded programs. They're
called 'Services' and you can turn them off by going to 'Start',
'Administrative Tools' and 'Services'.

This statement makes no sense.

That's all of life, not just computers.

No you don't. Go find an old PII system, put your precious Windows 98
on it, and continue working as you want.
