Ed,
I bought a no name computer on eBay several years ago. It was a very good price. Unfortunately, I had to replace all of the internal components within 2 years.
Getting a Dell brand computer would probably be much better. For example, I see a Dell Dimensions 2400 desktop on eBay for a Buy It Now price of $269.99. That is the entry level Dell and is still a pretty good savings over Dell's price.
