Remember that Paypal's buyer protection is only effective if the seller has
a certain positive rating, and it is very, very high. Most of the sellers I
find are exactly 0.1% below that rating, which leads me to wonder if
something about Paypal buyer protection is undesirable for the seller and so
they deliberately stay just under it?
